For every dollar spent on school-aged students in Maryland, $0.07 was spent on infants and toddlers, and $0.16 was spent on preschool-aged children.

 

Maryland invested over $719 million in early care and education in 2023. Of these investments in birth to kindergarten-entry:

32% supported infants and toddlers, and 68% supported children aged three to kindergarten-entry.

53% came from federal sources, and 47% came from state funds.

ECE Spending by Program Type

Between 2022 and 2023, Maryland decreased state-specific spending on children from birth through kindergarten-entry by more than $42 million.

 

In 2023, Maryland supported early care and education through dedicated programs such as the Maryland Prekindergarten Program and Child Care Assistance Grants. Continued investments, such as the Pre-K Expansion Grants and Pre-K Systems Analysis Workgroup, will be reflected in future reports.
