For every dollar spent on school-aged students in Arizona, $0.13 was spent on infants and toddlers, and $0.18 was spent on preschool-aged children.

 

Arizona invested over $722 million in early care and education in 2023. Of these investments in birth to kindergarten-entry:

44% supported infants and toddlers, and 56% supported children aged three to kindergarten-entry.

70% came from federal sources, and 30% came from state funds.

ECE Spending by Program Type

Between 2022 and 2023, Arizona increased state-specific spending on children from birth through kindergarten-entry by more than $7 million.

 

In 2023, Arizona supported early care and education through dedicated programs such as the Department of Child Safety Child Care Subsidy, Quality First Scholarships and the Arizona Early Intervention Program. Continued investments, such as a $45M investment in the Department of Economic Security Child Care Assistance Program, will be reflected in future reports.
