For every dollar spent on school-aged students in Massachusetts, $0.14 was spent on infants and toddlers, and $0.19 was spent on preschool-aged children.

 

Massachusetts invested almost $1.3 billion in early care and education in 2023. Of these investments in birth to kindergarten-entry:

46% supported infants and toddlers, and 54% supported children aged three to kindergarten-entry.

50% came from federal sources, and 50% came from state funds.

ECE Spending by Program Type

Between 2022 and 2023, Massachusetts increased state-specific spending on children from birth through kindergarten-entry by more than $287 million.

 

In 2023, Massachusetts supported early care and education through dedicated programs such as the Commonwealth Preschool Partnerships Initiative and Income-Eligible Child Care. Continued investments, such as a $475 million annual investment in ECE through the Commonwealth Cares for Children (C3) Operational Grants, will be reflected in future reports.
