For every dollar spent on school-aged students in Hawaii, $0.07 was spent on infants and toddlers, and $0.13 was spent on preschool-aged children.

 

Hawaii invested over $138 million in early care and education in 2023. Of these investments in birth to kindergarten-entry:

39% supported infants and toddlers, and 61% supported children aged three to kindergarten-entry.

77% came from federal sources, and 23% came from state funds.

ECE Spending by Program Type

Between 2022 and 2023, Hawaii increased state-specific spending on children from birth through kindergarten-entry by more than $800 thousand.

 

In 2023, Hawaii supported early care and education through dedicated programs such as Cash Support for Child Care and the Executive Office On Early Learning Public Prekindergarten Program. Continued investments, such as the Ready Keiki Initiative, will be reflected in future reports.
