For every dollar spent on school-aged students in Delaware, $0.13 was spent on infants and toddlers, and $0.17 was spent on preschool-aged children.
Delaware invested over $166 million in early care and education in 2023. Of these investments in birth to kindergarten-entry:
– 43% supported infants and toddlers, and 57% supported children aged three to kindergarten-entry.
– 56% came from federal sources, and 44% came from state funds.

Between 2022 and 2023, Delaware increased state-specific spending on children from birth through kindergarten-entry by almost $10 million.
In 2023, Delaware supported early care and education through dedicated programs such as the Child Development Watch Program and Early Childhood Support. Continued investments will be reflected in future reports.
