The Shortchanged Project is an iniative of The Center for Early Learning Funding Equity (CELFE). CELFE is a national consultation and research organization focused on the design and fairness of funding systems for early childhood education and care. CELFE champions the idea that governance and financing are the two most powerful levers to ensure equity and effectiveness in systems intended to serve our youngest learners. Two central questions, how much is invested, and how are dollars allocated, drive our work.
